What Happened
Here's what was happening to Outlook, although I still don't know why. There was one incoming message in particular (which seemed innocuous--it wasn't spam or a virus) that couldn't be processed. I was even able to identify the message. Once I used Roadrunner webmail to answer and delete it, Outlook worked fine.
